I Certify: That on the Minute Book
of this Villa's
Town Council corresponding to the year
one thousand eight hundred and fifteen,
on the sixteenth day, there are minutes
(of a meeting) that copied verbatim so
say:</
"In the New Villa
of San Julián
de los Güines, on May nineteen,
one thousand eight hundred and fifteen,
by virtue of the establishment of this
Town Council made on the fourteenth day
of the present in accordance to the dispositions
of Royal Decree of February twenty four,
one thousand seven hundred and ninety
eight, ordered to be fulfilled and complied
with by His Excellency Don Juan Ruiz de
Apodaca, President of the Royal Tribunal
of the District, Governor and General
Captain of Havana and the Island of Cuba
in consultation with the Royal Judges
Messrs. Don Leonardo del Monte, General
Consultant and Don Juan Ignacio Rendón.
Gathered together in the Town Hall to
hold a regular meeting Messrs. Captain
Don Rafael Gavilán and Don Pedro
de Prado Borroto, Ordinary Mayors of this
Villa; Don Francisco Vizarrón,
Military Councilman Royal Second Lieutenant,
Don Juan Francisco Fernández, General
Councilman, Don Manuel Cabrera, Mayor's
Assistant, Don Pedro Oliva, Don Santiago
Travieso, Don Miguel Martínez,
Single Councilmen, with the assistance
of Don Antonio Moreno, Representative
of the General Solicitor and myself the
Clerk, the following was discussed and
approved:
Under these conditions,
the President ordered the appointments
of Commissioners and Deputies that the
different objectives be attended to for
the betterment of the public service as
well as the election of a Supervisor of
Taxes and Collections whose offices will
be held during this current year; and
all present unanimously and in agreement
elected as Commissioners of the Town Council
Messrs. Councilmen Don Manuel Cabrera
and Don Pedro Oliva; for Ditches, Bridges
and Roads, the aforementioned Don Manuel
Cabrera and Don Santiago Travieso; for
Police Deputies Messrs. Mayor's Assistant,
Don Juan Francisco Fernández and
Don Miguel Martínez; for the present
month Military Councilman Royal Second
Lieutenant Don Francisco Vizarrón
and as Receiver of Chamber's fines Don
Pedro Oliva and they promised to fulfill
their responsibilities. Don Andrés
Pardo was appointed by agreement, as Supervisor
for Taxes and Collections, subject to
a security bond that he shall deposit
to the satisfaction of the Commissioners
up to the sum of four hundred pesos for
now.
Military Councilman, Royal Second Lieutenant
Don Francisco Vizarrón proposed
that it was necessary to request from
the Government's Tribunal, a full copy
of the file made about the creation of
the Villa,
so by reading it we will be able to discuss
and agree about taxes and other issues
raised in meetings held by Deputies appointed
by the neighbors, before Judge Don Juan
Ignacio Rendón, judge commissioned
for such foundation by His Excellency
the President of the Government and General
Captain, so the requirements of the Villa
would be fulfilled in all aspects for
the general welfare. And the Town Council,
having heard the proposal of the Military
Councilman, Royal Second Lieutenant, resolved:
That the Representative of the General
Solicitor should request as soon as possible
copies of all documents related to the
foundation of the Villa
and processes established by the same
until the establishment of this Council,
and that as soon as received, it shall
be delivered to the present Clerk so it
will be included as the heading of this
book, taking from it the necessary information.
