Minutes of the Founding Meeting
of Güines' Town Council

May 19, 1815

The President proposed that it would be convenient that in addition to the delegation destined to congratulate His Excellency the President of the Government and Captain General according to the resolution in the file for the installation of this Town Council, a formal communication should be also sent by this corporation, offering him our most heartfelt thanks for his profitable measures in the creation of this Villa and having the Town Council been instructed of the President's proposal, it was resolved to send to His Excellency a communication according to the terms so stated and that for posterity, his image should be placed in the Meeting Hall of this Council, and also the one of Commissioner Judge Don Juan Ignacio Rendón for his wise advice and accurate decisions with which this neighborhood has achieved this project, started more than thirty five years ago. It was proposed by the Representative of the Solicitor General Don Antonio Moreno that it would be convenient to send a communication to the Royal Tribunal of the District and the Most Illustrious Town Council of the City of Havana and others of its jurisdiction as well as the Royal Consulate Tribunal notifying them of the creation of this Council, and the Town Council having been aware of the proposal from the Representative of the Solicitor General, it was resolved: That the Commissioners prepare and send the necessary communications to the territorial Royal Tribunal, to the Most Illustrious Town Council of the Capital and others within its jurisdiction as well as to the Royal Consulate Tribunal, for whatever could be more convenient to serve the public.

After discussion of the need of this Town Council for a Counselor in those cases in which his opinion would be necessary, it was resolved to appoint as Counselor of this Town Council the Honorable Judge of the Royal Tribunal of this district Don Juan Ignacio Rendón, and he will be notified through a communication sent to him by the Commissioners, the Town Council hoping that with his well known honesty and intelligence he will cooperate with us for the betterment of the public service.

After also discussing appointment of a General Attorney-in-Fact for this Town Council for litigations, causes and businesses that may be offered, unanimously and in agreement it was resolved by the gentlemen to appoint as in effect it was appointed Don Juan Saavedra, Officer of the Post Office of the City of Havana and a resident of the same as General Attorney-in-Fact of this Town Council for litigations and other matters that may occur, the Supervisor of Taxes and Collections being commissioned to notify him and being so notified, to send to him the corresponding power-of-attorney as soon as possible.

This Town Council, considering the lack of funds in which it finds itself because there are no taxes for now to pay the necessary expenses that have been incurred upon and to satisfy the debts due to expenses incurred during the Commission of the Honorable Judge Don Juan Ignacio Rendón for the installation of this Town Council, it was resolved that each of the gentlemen in attendance will contribute six ounces of gold that should be delivered to the Supervisor of Taxes and Collections so he can make the necessary payments after the Commissioners take into account the individuals that have collected voluntary contributions from the neighbors, and their investment is known, paying at the same time the costs of the power-of-attorney and pictures of His Excellency and the Commissioner Judge delivering any difference to Deputy Don Francisco María Ector as the person in charge of receiving and collecting the amounts necessary to verify the payment by the Town Hall.

And to print copies of these minutes and to distribute them among the neighbors on the day of the centennial of the Founding Meeting of this Town Council, by order of the Municipal Mayor I issue the document herein in Güines on May nineteen, nineteen hundred and fifteen.
